This is a spy thriller novel that revolves around the marvelous invention Mark Humberstone bequeaths to a Council of Seven, an espionage organization run by Mark Humberstone and a man called Cheng. This invention is to be used in the service of peace. The organization plans to turn China and Russia into constitutional monarchies, thus making them strong and stable factors for peace.
